No unrestricted trading permission
No. PVARA describes its sandbox as controlled testing within an agreed scope, duration and customer limits. Section 35 of the Virtual Assets Act, 2026 establishes the sandbox framework. Admission does not, by itself, permit a participant to operate a full commercial exchange, expand into unrelated services or onboard unlimited customers.
What actually determines the permitted test
The operative admission letter, supervisory agreement and any subsequent written conditions must be examined. They should identify the activity being tested, participants, exposure limits, reporting arrangements and exit requirements. There is no sound basis for assuming a universal customer limit or testing period without the current instrument. A platform should implement the actual restrictions in onboarding, transaction and risk controls.
The full licence remains separate
Regulation 7(6) of the Pakistan Virtual Asset Services Regulations, 2026 allows a participant that successfully completes testing to PVARA's satisfaction to apply directly for a full licence without a separate NOC. The same provision states that participation creates no entitlement to a licence. The applicant must still meet the applicable category-specific capital, governance, operational and compliance requirements.
Customer and banking protections
A pilot involving customer funds or private keys must be structured around safeguarding, accurate risk disclosure and AML/CFT/CPF controls. Banking permissions are separate: SBP's Circular Letter No. 10 of 2026 sets conditions for accounts of licensed VASPs and certain NOC holders; it is not a blanket authorisation for sandbox transactions. A pilot or partnership announcement should not imply that PVARA guarantees the product.
Practical next step
Before enabling live trades, compare the proposed transaction flow with the written sandbox permission, test the platform's limits, and confirm any banking or other regulatory approvals. Plan how assets will be returned and disputes handled if the test ends. The detailed analysis is available in The Regulatory Sandbox under PVARA, alongside the ordinary licensing pathway.
