How can I check whether someone is an active taxpayer?

An FBR Active Taxpayer List verification confirms list inclusion at a specific time, not a guarantee that all tax liabilities have been paid.

The correct method

Use official FBR online verification or SMS rather than accepting an unverified statement from a supplier.

Active status versus registration

An individual or company may hold an NTN while being absent from the current Active Taxpayer List. Registration creates a taxpayer identity; ATL inclusion follows the applicable return-filing and FBR requirements.

The displayed status does not prove that every past liability was paid or that the taxpayer has no outstanding assessment.

For business transactions, determine the exact current category instead of relying on statements that someone has been a filer for years.

Online FBR verification

The official FBR Iris portal offers Active Taxpayer List searches using appropriate identifiers. Choose the individual, company or association category and enter the correct details.

Retain a record of the result and the date, especially where a withholding tax decision depends on status.

A website outside FBR may contain stale information or request unnecessary identity data. Use the official service where possible.

SMS status checks

FBR publishes an SMS service at 9966. For individuals, its instructions use ATL followed by a space and the thirteen-digit CNIC. For companies and AOPs, the instruction uses ATL followed by a space and the seven-digit NTN.

Check that the identifier and taxpayer type match the person actually being paid or registered.

An SMS result reflects the information available at that time, not a permanent status certificate.

Downloadable lists

FBR also provides downloadable income-tax ATL files. They can be useful for offline or batch review.

Identify the list's publication or update date before relying on it. A file circulated by an accountant weeks earlier may not reflect the current position.

When a discrepancy appears, consult the live verification facility and relevant return or surcharge records.

Late filing and inclusion

FBR's stated framework allows taxpayers meeting the applicable requirements to obtain active status even following a late return, potentially subject to surcharge and other conditions.

The rules depend on the tax year and current legislation. Do not promise immediate activation without confirming the applicable filing and payment process.

Keep the return acknowledgement and computerized payment receipt where relevant.

Why ATL matters for transactions

The Income Tax Ordinance can prescribe different withholding and advance-tax treatment depending on active taxpayer status for particular transactions.

This can affect banking, property, payments to contractors or other transactions, but the applicable rate must be calculated from the specific statutory provision.

Being active does not confer a universal tax exemption or guarantee the same rate across all forms of income.

Verification before property transfer

Property purchases or sales may attract federal advance taxes and provincial duties. ATL status can affect the federal computation.

The parties should verify status at the legally relevant time and preserve calculations and transaction documents.

An agent's verbal claim about the buyer being active should not determine statutory deduction or payment.

Taxpayer category matters

An individual CNIC, a company NTN and an AOP NTN are not interchangeable. Checking a company's director personally does not establish the company's ATL status.

Likewise, a proprietorship's tax identity may differ legally from a corporation that operates a related business.

The invoice, contract and recipient bank account should be reconciled to the correct taxpayer.

Responsibilities of withholding agents

A business deducting tax from a payment should verify status where relevant and apply the applicable law.

Retain an internal record identifying the payee, identifier, status check date, deduction provision and calculation.

Failure to deduct the lawful amount can expose the withholding agent to separate compliance issues even where the recipient believes it should have been treated as active.

What if the status is wrong?

A taxpayer may have filed the relevant return but not appear correctly in the list because of an incomplete filing, identity mismatch, pending surcharge or system issue.

Verify the return's submission status, taxpayer profile and applicable inclusion conditions before requesting correction.

Keep communications with FBR and do not send sensitive login details through unverified channels.

A company's compliance monitoring

Companies should monitor their own ATL status as part of tax compliance rather than waiting until a major customer withholds at an unexpected rate.

An accountant's statement that a return was filed should be verified against the portal acknowledgement.

Maintain a calendar for recurring returns and other filings required by the company's actual tax obligations.

Privacy and identity documents

Checking status does not entitle the verifier to read the other person's private returns, assets or personal correspondence.

Collect only the identification data needed for a legitimate verification and safeguard customer or employee records.

Where proof is needed, a dated status confirmation may be preferable to circulation of identity documents across an entire organisation.

An example involving a supplier

A company plans to pay a contractor for professional services. The contractor provides an NTN and says it has already filed its tax return.

Before calculating withholding, the company should verify the contractor's current ATL status and apply the relevant statutory rate for the actual service and payee.

If the contractor is absent from the list, it may investigate its filings; the payer must still follow applicable tax law at the relevant time.

Opinion and recommended course

FBR's Active Taxpayer List can be checked through official online verification, the published SMS facility or downloadable lists. It records active-list inclusion, which is different from merely possessing a tax number or proving that all taxes have been discharged.

Check the exact entity, record the date, use the result for the specific statutory calculation and correct any discrepancy through FBR's formal channels. Recheck current status for transactions occurring later.

A final verification safeguard

For large transactions, the finance department should retain the actual verification evidence as part of its tax working papers and identify the person responsible for approving the deduction. Where the active status changes between contracting and payment, use the date required by the operative withholding provision rather than automatically applying the earlier status. A clear record reduces later disputes over short deduction and permits the recipient to understand the calculation.
