Service overview
Environmental IEE/EIA approvals assess whether a proposed activity's environmental effects require review before commencement.
Sector permissions are generally activity-, product-, facility- or location-specific. Some applications require technical studies, inspections, environmental clearance or preliminary consent from other bodies.
Who is eligible for Environmental Approval / EIA / IEE Applications?
Identify the project category, site and applicable federal/provincial environmental regulations and schedule.
IEE or EIA eligibility depends on the project category and scheduled environmental thresholds; developers should not proceed with site works before a mandatory environmental approval.
Documents and information for Environmental Approval / EIA / IEE Applications
Prepare the following information for environmental approval / eia / iee applications. The relevant regulator may require further forms or certified evidence, depending on the applicant and chosen procedure.
- Project description and design
- Site location
- Environmental baseline
- Mitigation plan
- Public consultation information where required.
How can I obtain Environmental Approval / EIA / IEE Applications in Pakistan? — step-by-step guide
- 01Identify the appropriate application route and eligibility
First determine whether the proposed applicant and activity fall within this procedure. Identify the project category, site and applicable federal/provincial environmental regulations and schedule. Review the separate conditions and exclusions in the eligibility section before submitting any form or payment.
- 02Prepare the application documents and evidence
Start with the particulars listed for this service: Project description and design; Site location; Environmental baseline; Mitigation plan; Public consultation information where required.. Ensure the names, applicant identity and documents are consistent. The authority may require further supporting material under its current checklist.
- 03Check the current regulator instructions before filing
Refer to the regulator resource identified on this page (KP environmental IEE/EIA statutory requirements ↗). Reconfirm the currently prescribed forms, online or physical submission method, supporting evidence, fee and any current amendments. Do not assume that historic processing times or fees remain applicable.
- 04Screen the project against environmental schedule
Determine whether IEE, EIA or another environmental instrument is required for its location and activity.
- 05Prepare baseline and assessment material
Compile project description, site maps, emissions, impacts, mitigation plan and consultation record if needed.
- 06Submit to competent federal/provincial EPA
Lodge IEE/EIA and undergo completeness review, public hearing for EIA where required, and technical evaluation.
- 07Wait for approval before works
Meet environmental approval conditions, management plan, monitoring and subsequent modifications.
- 08Keep the approval record and track ongoing obligations
After the authority has made its decision, retain the acknowledgement, correspondence, evidence of approval and any conditions attached to it. Implement environmental management/monitoring conditions and permit renewals or reporting. Check whether separate approvals, renewals or reporting duties apply to the actual business.
Use the current regulator checklist to confirm that every listed item is still required and that any activity-specific conditions have been met. The items below are drawn from the document requirements identified on this page, not a representation that the checklist is exhaustive.
- Project description and design
- Site location
- Environmental baseline
- Mitigation plan
- Public consultation information where required.
Before signing or paying, reconcile the particulars across Project description and design and Site location; check the applicant and business classification, identify the person authorised to submit, and retain a copy of the final application and official correspondence. Official instructions control if the portal or law has changed.

Implement environmental management/monitoring conditions and permit renewals or reporting.
Environmental approvals: project-specific IEE/EIA screening and conditions
Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Confirm enacted amendments, applicable forms, fees and filing requirements on the date of submission. A consultation draft is not operative law merely because it has been published. This note does not represent final legal-editor certification of the entire guide.
Screen the project against the law in the location
Environmental IEE and EIA requirements are governed by the Pakistan Environmental Protection Act, 1997 and applicable provincial enactments and regulations. Pakistan EPA retains ICT jurisdiction; provincial EPAs enforce their own review regimes. Punjab's Review of IEE/EIA Regulations, 2022 include scheduled categories for screening. Do not automatically use federal 2000 schedules for a 2026 Punjab project without checking provincial legislation.
IEE and EIA are not interchangeable
Classify the actual factory, warehouse, energy project, infrastructure, housing or industrial estate by activity, land, emissions, scale and environmental sensitivity. An IEE may be sufficient for some listed projects; an EIA can require an expanded study, public participation and hearing. The Punjab EPA's published timeline identifies preliminary scrutiny, consultation and review, but those dates depend on receipt of a complete file and the particular law.
Prepare report and impact management plan
Provide location, maps, alternative siting and technologies, pollution baseline, air/water/effluent effects, hazardous and solid waste, biodiversity/social impacts, fire and emergency controls, mitigation and Environmental Management Plan. Engage technically qualified assessors, obtain local information and disclose the project as actually proposed. A generic environmental policy is not a site-specific IEE or EIA.
Obtain approval before irreversible development
Submit prescribed application, report, electronic/paper copies and fee to the competent EPA; respond to scrutiny, publication and hearing requirements and secure the official approval with conditions. After approval, implement monitoring, reporting and construction/operating safeguards. Changes of site, capacity or process may require modification or fresh review. Do not assume a pending report authorises project commencement.
