How do I obtain an NTN from FBR in Pakistan? — step-by-step guide

  1. 01
Identify the appropriate application route and eligibility

First determine whether the proposed applicant and activity fall within this procedure. Determine whether the applicant is an individual, company or AOP; each has distinct identifiers and authentication requirements. Review the separate conditions and exclusions in the eligibility section before submitting any form or payment.

  2. 02
Prepare the application documents and evidence

Start with the particulars listed for this service: CNIC/company incorporation/AOP deed; Authorised signatory details; Business address and bank information; Contact details; Principal activity.. Ensure the names, applicant identity and documents are consistent. The authority may require further supporting material under its current checklist.

  3. 03
Check the current regulator instructions before filing

Refer to the regulator resource identified on this page (FBR taxpayer category and NTN registration ↗). Reconfirm the currently prescribed forms, online or physical submission method, supporting evidence, fee and any current amendments. Do not assume that historic processing times or fees remain applicable.

  4. 04
Determine taxpayer category and tax obligation

Distinguish individual, company and AOP; an individual CNIC differs from the seven-digit NTN used by companies/AOPs.

  5. 05
    Prepare identifiers and authorised representative

For companies/AOPs gather incorporation/partnership deed, directors/partners CNICs, authorisation, AOP/company bank certificate and premises evidence.

  6. 06
Complete FBR enrollment in the applicable channel

Individuals may enroll online through Iris; FBR directs an AOP member or company principal officer to attend a Tax House Facilitation Counter with originals for their categories.

  7. 07
    Verify NTN and activate Iris

Reconcile the 7-digit number and taxpayer profile, then assess sales tax and withholding separately.

  8. 08
Keep the approval record and track ongoing obligations

After the authority has made its decision, retain the acknowledgement, correspondence, evidence of approval and any conditions attached to it. Maintain taxpayer profile and file applicable returns and withholding statements. Check whether separate approvals, renewals or reporting duties apply to the actual business.

Before you submit: application file check

Use the current regulator checklist to confirm that every listed item is still required and that any activity-specific conditions have been met. The items below are drawn from the document requirements identified on this page, not a representation that the checklist is exhaustive.

  • CNIC/company incorporation/AOP deed
  • Authorised signatory details
  • Business address and bank information
  • Contact details
  • Principal activity.

Distinguishing NTN, taxpayer type and Iris access

Statutory instruments, portal workflows and fees may change; confirm the version effective at the filing date. This note does not represent independent legal-editor approval of the entire service page.

FBR explains that an individual, company or association of persons becomes registered for income tax by enrolment in Iris. An individual ordinarily uses the 13-digit CNIC as the registration number, while a company or AOP receives a seven-digit NTN. Thus an individual should not assume that a separate seven-digit NTN must be issued merely because an online business description calls the process 'NTN registration'.

The application route depends on taxpayer classification. FBR's public registration-procedure page states that self-service online registration is available for individuals and that companies and AOPs can register through FBR facilitation counters. Before directing a corporate client to a particular online path, verify whether FBR has updated the operational route for its registration category.

For an individual, FBR identifies a valid identification number, personal mobile number, email, residential address and accounting particulars. If the individual carries on a business, additional particulars concern the business name and address and principal activity. FBR's procedural instructions also refer to evidence of a bank account and business premises where applicable.

For a company, FBR identifies its name, business address, financial accounting period, incorporation certificate, principal officer contact, activity details, and information about directors and major shareholders. It lists documentary and authorisation requirements for a principal officer seeking registration. The corporate process should therefore be prepared as an entity file, not with the personal login of an unauthorised employee.

An AOP or partnership requires an additional assessment of its deed, registration status where applicable, constituent members and authority to make the tax application. The facts that determine AOP classification should be settled rather than copied from an ordinary limited-company checklist.

FBR distinguishes income-tax registration from sales-tax registration and other sector obligations. Receiving an NTN does not by itself establish a taxpayer's Active Taxpayer List status, compliance with return obligations or entitlement to an exemption. After enrolment, verify the taxpayer's Iris access, registered particulars, tax profile and filing obligations.

Where an individual or entity is non-resident, FBR specifies different documentation depending on the presence or absence of a permanent establishment in Pakistan. Consider that issue before selecting a domestic taxpayer category or representing a foreign company under an ordinary resident-corporate file.
