Service overview
An STZA developer or co-developer application concerns development/operation of zone infrastructure and is distinct from enterprise licensing.
An IT-sector registration is not equivalent to telecom or payments regulatory permission. Any exemption or incentive must be tested against its own statutory conditions; registration alone does not establish tax eligibility.
Who is eligible for an STZA Zone Developer licence?
Check current applications and restrictions, appropriate Pakistani special-purpose vehicle, location/space, financing and approved project type.
A developer must have a qualifying zone project, finance and site rights and apply under an STZA application category currently accepting submissions. An Enterprise licence does not authorise zone development.

STZA developer and co-developer: zone infrastructure and notification restriction
Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Confirm enacted amendments, applicable forms, fees and filing requirements on the date of submission. A consultation draft is not operative law merely because it has been published. This note does not represent final legal-editor certification of the entire guide.
Distinguish development rights and enterprise operations
The STZA Act, 2021 and Qualification and Approval Rules, 2021 differentiate Zone Developer, Co-Zone Developer and Zone Enterprise licences. A developer creates, operates or manages technology-zone infrastructure; a co-developer acts under an arrangement with a licensed developer; an entity carrying out technology business activities in the zone requires its own Zone Enterprise analysis.
Confirm current restrictions on new zone notification
STZA's current Apply Now page says no new applications for Zone notification are being entertained until further orders in light of the Government's Extended Fund Facility commitments. Its 2025 Zone Developer application guidelines, which contemplate new zone notifications alongside developer applications, must therefore be read subject to the current suspension. Confirm whether the actual application relates to an existing notified zone or seeks a prohibited new notification.
Document land and development feasibility
STZA's Zone Developer page describes a Pakistani special-purpose company and project qualification based on at least five acres, or a built-up/development proposal of at least 250,000 square feet, in the relevant cases. Prepare title or tenure, master plan, financing, technology-sector alignment, zoning approvals, utilities, programme milestones and environmental/building permissions appropriate to the site. Co-developer rights must reconcile with the principal developer's licence and agreement.
Licence conditions and incentives
Review the licence certificate, development agreement, zone allocation obligations, approved phases, performance conditions and current annual-fee guidelines. STZA's public fee guidance differentiates construction and commercial operation stages. Incentives are conditional on the actual statutory approvals; merely owning qualifying land or applying for a developer licence does not establish a tax exemption.
