Service overview
Trade organisation licensing is a government-regulated status under the Trade Organisations Act, 2013 and rules, different from joining a private trade association.
Sector permissions are generally activity-, product-, facility- or location-specific. Some applications require technical studies, inspections, environmental clearance or preliminary consent from other bodies.
Who is eligible for Trade Organisation Licensing Applications?
Proposed chamber/association must satisfy DGTO criteria for representation, membership, purpose, governance and statutory eligibility.
DGTO licensing is for organisations seeking regulated trade-body status that meet representation and governance rules; joining an existing chamber or private trade association is not the same process.

Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Not every business association is a licensed trade organisation
The Trade Organizations Act, 2013 and Trade Organizations Rules, 2013 regulate recognised chambers of commerce and industry, trade associations, women's chambers, chambers of small traders and related categories. DGTO licensing is separate from registering a section 42 company, ordinary society or chamber-branded consultancy. Verify proposed geographic or trade-sector representation, category and regulatory criteria before designing membership.
Prepare the DGTO application under Schedule A
The Ministry of Commerce publishes the Trade Organizations Rules with prescribed categories and applications. Prepare constitutional objects and SECP incorporation where required, initial sponsor and member list, eligible business and NTN evidence, represented sector and area, governance/elections rules, secretariat arrangements and any membership minimum or representativeness conditions from the current rules. A self-declared trade body cannot imply official DGTO recognition.
Review competence, conflicts and viability
DGTO's evaluation considers whether a chamber or association represents the relevant business constituency and satisfies rules on membership, office holders, governance, elections, accounts and the permitted territorial or sector structure. A national federation is not the same as a district-level chamber. Reconcile any overlap with existing licensed trade organisations, prohibitions and the actual applicant's trade composition.
Licence, renewals and corporate duties
The Ministry's Rules include a separate Schedule B renewal application requesting licence number, member profile, office, secretary and registered particulars. Observe licence terms, elections, annual submissions and notice of membership or executive changes. A DGTO licence does not dispense with company statutory returns, tax obligations or fund-raising restrictions that apply under other law.
