Official primary source: A.D.C. No. 76/2026/NTC/AAF; notice dated 21 October 2026, posted 23 October 2026 · Reviewed 26 October 2026. Legal effect, provisional status and dates are identified below; the full official document and any later amendments govern.
The affected product is cold-forming and tropical foil used in pharmaceutical blister packaging; interested registered parties may seek a hearing within 15 days of press publication.
What has changed: 9.03% duty on defined imports
The National Tariff Commission's preliminary determination in investigation ADC 76/2026/NTC/AAF imposes a provisional anti-dumping duty of 9.03% ad valorem on dumped imports of Alu Alu Foil originating in or exported from China, classified under Pakistan Customs Tariff headings 7607.1990 and 7607.2000. This is a provisional trade-remedy duty, not a general change in customs tariff for all aluminium foil.
The investigated product comprises Cold Forming Foil and Tropical Foil manufactured from aluminium combined with OPA and/or PVC polymer layers for pharmaceutical and nutraceutical tablet and capsule blister packs. Importers should determine product scope by its actual characteristics and the notice, not the PCT heading alone.
NTC chose a duty equal to the lower injury margin pursuant to section 43(1), rather than simply using the dumping margin. The duty is imposed for four months from publication of the notice in the press. The notice itself is signed 21 October and appears on NTC's website under 23 October; those dates must not automatically be substituted for the press-publication commencement date.
Basis of preliminary determination and interested-party rights
NTC initiated the investigation on 23 July 2026 following an application by Zenith Packages Industries (Pvt.) Ltd., Lahore. The dumping investigation period was 1 April 2025 to 31 March 2026; the injury examination covered 1 April 2023 to 31 March 2026.
The preliminary assessment found materially injurious imports based on increased dumped-import volumes, price undercutting, price depression and suppression, and deterioration in domestic sales, profits, market share and capacity utilisation. These are preliminary findings, not a final determination after the entire investigation.
A registered interested party may request a hearing under rule 14 of the Anti-Dumping Duties Rules, 2022 within 15 days of the notice's publication in the press. The request should go to NTC's Secretary, with the original notice checked for the exact publication date and applicable procedure.
Practical implications for supply contracts and customs clearance
Packaging importers, pharmaceutical manufacturers and customs brokers should identify consignments that fall within the described product and origin, confirm applicable provisional-duty treatment at assessment, and budget for additional ad valorem cost.
Contracting parties should review price adjustment, change-in-law, customs valuation and pass-through arrangements before assuming which buyer or supplier bears the cost. A provisional duty may change or expire following subsequent determination.
Under section 39, the Commission is required to make its final determination within the statutory period stated in the notice, subject to the Act. The provisional duty is not itself the final resolution of the investigation.
Why this development matters
Importers should validate product coverage and implement the provisional 9.03% duty in customs and landed-cost planning while monitoring the final NTC determination.
Specific steps for affected organisations
- Match each imported foil product to the technical scope and PCT codes in the notice.
- Confirm the press-publication date and application of the four-month provisional-duty period.
- Assess landed-cost impact and contractual allocation of the additional duty.
- If registered as an interested party, consider a hearing request within 15 days of press publication.
