REGULATORY INTELLIGENCE / PRIMARY SOURCE REVIEW

ADC No. 79/2026/NTC/CY; posted 26 October 2026 · Reviewed 28 October 2026. The original instrument and any later changes govern.

The product includes yarn of Ne 48 and above, including specified blends. Registration and evidence deadlines run from publication in the Pakistani press.

01 / REGULATORY ANALYSIS

The allegations and exact product scope

Following an application received on 30 September 2026 from Colony Textile Mills, Diamond International Corporation, Gadoon Textile Mills, JK Spinning Mills and Umar Spinning Mills, NTC initiated an investigation under section 23 of the Anti-Dumping Duties Act, 2015. The producers allege dumped imports from China and material injury to Pakistan's domestic industry. Initiation is not a final determination that dumping or injury has occurred.

The investigated product is cotton yarn of 48 English count (Ne 48) and above, whether or not blended with synthetic or man-made fibres, whether combed or carded. The notice identifies PCT codes 5205.1500, 5205.2600, 5205.2700, 5205.2800, 5205.3500, 5205.4600, 5205.4700 and 5205.4800. Product characteristics and the full notice should be reviewed alongside tariff classification.

02 / REGULATORY ANALYSIS

Investigation periods and deadlines

The dumping period is 1 July 2025 to 30 June 2026; the injury period is 1 July 2023 to 30 June 2026. Importers and exporters should preserve invoices, origin evidence, prices, production and shipment records covering those periods.

Interested parties must register within 10 days of publication of the notice, and written evidence or comments are invited within 30 days of publication in the Pakistani press. Confidential material requires a non-confidential version or summary under section 31. The press-publication date, not automatically the NTC webpage date, controls these deadlines.

03 / REGULATORY ANALYSIS

What businesses should do now

Textile businesses should identify affected goods and supply chains, preserve relevant documents and decide whether to register or respond. Importers should not apply an additional anti-dumping duty merely because an investigation has been initiated.

The notice anticipates preliminary determination not earlier than 60 and not later than 180 days after initiation, followed by final determination within 180 days after publication of the preliminary notice. Later official notices must be checked before any commercial assumption about a duty rate or commencement.

CHAMBERS / PRACTICAL VIEW

Why this development matters

The immediate issue is timely participation in an investigation, not payment of a new duty.

Specific steps for affected organisations

  • Check the eight PCT codes and technical yarn specifications.
  • Verify the Pakistani press-publication date for the 10-day and 30-day deadlines.
  • Preserve transaction and production evidence for the stated investigation periods.
  • Register and submit evidence where the business qualifies as an interested party.
  • Monitor NTC for preliminary determination before assuming any duty applies.

Timing and legal status

Application 30 September 2026; NTC website posting 26 October 2026. Statutory procedural date is press publication; the notice does not state a duty rate.

Do not calculate the participation deadline solely from the website posting date. This is an initiation notice, not a duty order.
