SH&SFD Circular No. 08 of 2026 issued 29 October 2026; published here 30 October 2026. The original circular and subsequent SBP instructions prevail.
What the circular actually requires
SBP announced the launch of SMEConnect, a centralised SME financing application portal. Under paragraph 2, all SME finance applications shall be submitted through SMEConnect with effect from 1 November 2026. Applications will be forwarded to the applicant's selected bank or development finance institution after necessary verifications. The circular is addressed to presidents and chief executives of all banks and DFIs; it is not merely an optional promotional initiative.
The instruction concerns the application route. It does not state that every applicant must receive credit, prescribe a new loan interest rate, eliminate bank credit assessment or create a government guarantee.
Branches, websites and mobile applications
Branch staff must guide and facilitate applicants who arrive in person to submit their SME financing applications digitally on SMEConnect. Where an applicant approaches a bank's own online portal to apply for SME financing, that applicant must be directed to SMEConnect. Banks and DFIs are advised to display the portal link prominently on their websites and apps, and use available marketing channels to create awareness. Paragraph 4 requires necessary implementation measures from 1 November 2026.
SBP also expressly withdraws Regulation R-6 of the Prudential Regulations for Small & Medium Enterprise Financing, insofar as that regulation required banks and DFIs to allow digital financing applications, from 1 November 2026. This is the SME provision identified by the circular, not the unrelated R-6 in corporate/commercial banking regulations.
Effective date and what is not settled
The circular is a final regulatory instruction dated 29 October 2026, with a stated commencement date of 1 November 2026. It does not expressly prescribe how banks should migrate applications received before commencement, what evidence of portal verification is sufficient, or a mandatory credit-approval deadline specific to SMEConnect. Those points should not be presented as new rules without additional official instructions.
Operational teams should distinguish portal submission from credit approval, retain submission acknowledgments, and establish a documented exception and escalation process for accessibility or technical difficulties, subject to SBP guidance.
Why this matters
From 1 November, an SME loan applicant's entry point changes, while lending judgment remains with the bank or DFI. Financial institutions should update customer journeys, branch scripts, online application links and evidence retention before the commencement date.
Immediate implementation checklist
- Identify every SME loan application entry point across branches, websites and mobile applications.
- Display and test the official SMEConnect portal link, and brief branch staff on assisted digital submission.
- Review forms, notices, customer support and records to distinguish portal receipt from loan sanction.
- Document treatment of pre-commencement applications and refer unresolved transition questions to SBP.
