The new circular letter modifies implementation instructions for a specified export allocation. Its significance is documentary and transaction-specific; it should not be read as an unrestricted entitlement to export sugar.

01 / REGULATORY ANALYSIS

What was revised

EPD Circular Letter No. 15 of 2026 follows the earlier 2 October instructions for the export of 200,000 metric tons of sugar. SBP reports that the Ministry of National Food Security and Research communicated revised province- and mill-wise quotas and subsequent corrections to the names of three sugar mills. It notes that the Punjab and Sindh governments endorsed the revised quotas for mills in their jurisdictions.

The regulatory change is therefore to the operative documentary allocation and related process, rather than an announcement that all sugar producers may export without restriction. Its practical legal significance will depend on the revised schedules enclosed with the circular and the export approval and banking documents relevant to each transaction.

02 / REGULATORY ANALYSIS

Duties of authorized dealers

SBP expressly directs authorized dealers to conduct appropriate due diligence of transactions and satisfy themselves about the bona fides of the client and underlying transaction in accordance with applicable regulations. This is a positive compliance obligation: banks should examine identities, quota documentation, invoice and shipment information, and the transactional basis for the foreign-exchange arrangements.

The circular also instructs authorized dealers to comply meticulously with the conditions stipulated in the ministry’s enclosed Office Memorandum. A bank processing an export against the prior schedule without checking the revised directions risks processing inconsistent documentation.

03 / REGULATORY ANALYSIS

Commercial implementation

Exporters should reconcile allocations to binding supply contracts, delivery windows and shipping logistics before committing to a dispatch. Where letters of credit, performance assurances or purchase contracts already reference earlier allocations, contractual amendments or counterpart notices may be required.

Parties should not infer from SBP’s circular that separate export, customs, provincial or other statutory requirements cease to apply. The correct approach is a transaction-specific checklist derived from the actual annexures and applicable instruments.

CHAMBERS / PRACTICAL VIEW

What should affected organisations do?

Trade participants should verify the specific allocation and accompanying documents first; assumptions based on old mill-wise schedules may create avoidable compliance and shipment risk.

Recommended action checklist

  • Obtain EPD Circular Letters Nos. 14 and 15 of 2026 and the annexed government quota communications.
  • Reconcile the applicable mill, province, quantity and beneficiary identity with the revised schedule.
  • Document bank-side due diligence, approvals and transaction evidence before processing.
  • Check separate customs, contractual and export-policy conditions where applicable.

Timing and legal status

Revised instruction dated 13 October 2026, referring back to the 2 October 2026 sugar export circular and to MNFSR communications dated 9 October 2026.

The circular must be read with its annexures. A revised allocation is not independent evidence that every proposed exporter has satisfied all applicable requirements.
