Finding the correct PCT code and import duties in Pakistan
Anyone importing commercial goods into Pakistan needs to identify the product under the Pakistan Customs Tariff before estimating taxes, preparing import documents or deciding whether an exemption is available. An HS or PCT code is not simply a label that can be chosen by approximate resemblance. Classification may depend on the product's nature, composition, function, manufacturing stage and the precise terms of the tariff heading and explanatory notes.
Why a product search may produce several codes
The Harmonized System is internationally standardised at the six-digit level. Pakistan publishes eight-digit PCT lines. A supplier may describe an item as a “motor”, “phone”, “fabric”, “pump” or “chemical”, but the tariff may subdivide each category by a technical characteristic. Similar products can consequently attract different rates. The search suggestions above are drawn from FBR's printed tariff descriptions and are intended to narrow the candidates; they do not replace confirmation of the legally appropriate heading.
To choose a code, first establish the precise name and technical specification. Read the full relevant chapter notes, section notes and tariff descriptions. Consider the General Rules for Interpretation where necessary. For composite goods, kits and parts, classification can be particularly fact-sensitive. If more than one line remains plausible, the importer should obtain advice or the relevant classification determination before relying on a percentage.
What does the FBR Customs Tariff rate show?
The annual Pakistan Customs Tariff sets out the statutory customs-duty column for individual PCT lines. A printed CD rate is important, but it cannot ordinarily be treated as the complete tax burden. In particular, the Federal Board of Revenue can impose additional customs duty and regulatory duty through separate statutory notifications. Certain goods may receive concessions under the Fifth Schedule to the Customs Act, 1969, preferential tariff treatment, or exemptions under other instruments.
For FY 2026–27, the FBR publishes the statutory tariff separately from the operative import notifications concerning additional customs duty and regulatory duty. The website therefore displays the verified standard CD rate where a complete official PCT row has been extracted, while presenting other relevant charges as separate questions. It does not assume that every imported good bears the same ACD, RD or sales-tax rate.
Import-stage sales tax, income tax and exemptions
Sales tax at import is governed principally by the Sales Tax Act, 1990, including exemptions, special schedules and notifications. The applicable treatment depends on the specific goods and legal status of the transaction. Likewise, advance income tax at the import stage may arise under section 148 of the Income Tax Ordinance, 2001 and its schedules. Relevant distinctions can include the nature of the imported goods, importer category and taxpayer status.
Federal excise duty, any applicable special regime and preferential treatment under international trade arrangements must also be investigated where relevant. Two importers bringing in superficially identical goods may not necessarily pay identical total taxes if their legal position, consignment use, country of origin or concessions differ.
Customs value is different from invoice price
A customs-duty estimate commonly begins with the value accepted or assessed for customs purposes, rather than automatically taking the seller's invoice figure. Freight, insurance, currency conversion, relevant valuation rulings and applicable statutory valuation methods may affect that value. The estimate field on this page applies only the selected standard CD percentage to a value supplied by the user. It does not calculate the legal customs value or a final Pakistan import landed cost.
How tariff amendments are monitored
FBR publishes tariff schedules, revised regulations, statutory regulatory orders and customs valuation rulings through separate channels. Changes to these sources can occur independently. The tool's indexing process monitors the official tariff and the list of operative import SROs. When the annual tariff or its official document is updated, the index is rebuilt only if the extraction and quality tests pass; otherwise the last verified result is retained without being represented as the new law. A change in an SRO listing is flagged for separate rate review because the legal effect cannot always be inferred safely from a changed web page alone.
Frequently asked questions
How do I find the correct HS code for a product in Pakistan?
Start by searching the product's description or a proposed eight-digit PCT code. Compare the alternatives against the product specifications and the official tariff headings, section notes and chapter notes. A candidate suggested by search is not a binding classification.
What is the difference between a six-digit HS code and an eight-digit PCT code?
Six digits are internationally harmonised. Pakistan's eight-digit PCT adds national subdivisions, which may distinguish goods that share the same six-digit heading.
Does a printed customs-duty rate include all taxes on import?
No. Additional customs duty, regulatory duty, sales tax, advance income tax, federal excise duty and concessions may apply independently. The standard CD percentage is not a full payable-tax quote.
Can I use the calculator to challenge a customs classification?
The tool can help identify possible tariff lines and official sources, but it does not determine a disputed classification. Formal proceedings and the evidence supporting the actual characteristics of the goods require separate review.
Will the tool update when FBR changes its tariff?
The source-monitoring workflow is designed to detect official FBR tariff revisions and republish extracted standard CD data after automated checks. Separate SRO changes are highlighted for individual legal verification.
