Subtotals include only calculated federal sale taxes and local amounts entered. Unknown amounts remain excluded; this is not an official assessment or challan.
Understanding the cost of a property transfer
Buying a plot, apartment, house or commercial unit involves more than agreeing a purchase price. The transfer may trigger federal advance income tax, stamp duty on an instrument, registration charges, land-record and mutation fees, and separate charges imposed by a development authority or housing society. Those amounts come from different laws and are not necessarily based on the same valuation. A reliable cost estimate therefore starts with the transaction type, the parties' tax status, the particular property and its location.
This calculator separates the buyer's advance tax under section 236K of the Income Tax Ordinance, 2001 from the seller's collection under section 236C. It also permits confirmed local fees to be included in the total. The fee fields are deliberately blank because the correct provincial treatment may turn on the specific document, classification, operative legislation, valuation and current fee schedule. A blank is not an exemption or a zero rate.
1. Buyer advance income tax: section 236K
For tax year 2027, following the Finance Act, 2026, a purchaser whose status qualifies for the rate in Division XVIII of Part IV of the First Schedule is subject to a flat 1.25 per cent collection on the applicable fair market value. Where the purchaser is outside the Active Taxpayers List and has no applicable relief, the Tenth Schedule prescribes enhanced bands: 10.5 per cent when fair market value does not exceed Rs 50 million, 14.5 per cent when it exceeds Rs 50 million but does not exceed Rs 100 million, and 18.5 per cent when it exceeds Rs 100 million. For these bands, the rate applies to the relevant base, not merely the amount exceeding the threshold.
Do not use the price agreed in the sale agreement as a proxy for the statutory fair market value without confirming the applicable FBR valuation notification and any relevant statutory minimum. A separate input is provided precisely because the contractual price and valuation can differ.
2. Seller advance income tax: section 236C
The ordinary rate under Division X of Part IV of the First Schedule, as revised by the Finance Act, 2026, is 2.75 per cent of the gross consideration for a seller covered by the regular rate. The enhanced rate for a seller not appearing on the Active Taxpayers List is generally 11.5 per cent under the Tenth Schedule. The calculator presents the seller's amount separately and does not treat it as a cost automatically payable by the buyer. Contractual arrangements about who ultimately bears an expense require separate review and do not necessarily alter who must pay tax as a matter of law.
Advance tax collected on transfer is not the same computation as income tax on a capital gain. The tax position on the gain may require purchase date, acquisition cost, holding period, property classification, exemptions and other provisions. This tool does not silently turn advance withholding into a complete capital gains assessment.
3. Filer, non-filer, late filer and overseas Pakistani status
Rates must be selected by the legally relevant status at the time of collection. The former special late-filer property rate table should not be recycled for tax year 2027: the Finance Act, 2026 omitted rule 1A of the Tenth Schedule. A late-filed return does not, however, by itself prove present inclusion on the Active Taxpayers List. Use the ATL category only if the party is actually entitled to it.
FBR's guidance for overseas Pakistanis describes the filer rate for qualifying non-resident POC or NICOP holders, even where they would otherwise be non-filers, subject to conditions and evidence. The calculator offers this status only with the user's express eligibility confirmation. Presence of a NICOP without the other legal conditions is not enough.
4. Stamp duty, DC valuation and registration expenses
Stamp duty normally attaches to a legally classified instrument. A sale deed, gift deed, release, conveyance or transfer of lease can have different consequences. Provincial amendments and special regimes may alter the applicable basis or exemption. The official e-stamping system and competent registering office are the appropriate places to verify the instrument category and computed government challan.
In Punjab, the Punjab Land Records Authority describes DC valuation as an official valuation determined by the District Collector and used for stamp duty, registration fees and other charges. The Punjab e-stamping workflow can generate challans and collect stamp duty, registration fees and mutation-related amounts. A Punjab property's DC value is not necessarily the same as its federal fair market value for income-tax collection.
For Islamabad Capital Territory, check the Stamp Act, 1899 as applied in ICT, the federal amendments and the current competent authority's charges. For Sindh, Khyber Pakhtunkhwa and Balochistan, consult the applicable provincial stamp and registration law and the relevant land-record system. Do not import an assumed Punjab percentage to a property in another province.
5. How the total is calculated
The result distinguishes federal advance taxes, which are calculated when sufficient values and a standard sale mode are provided, from local and authority charges, which are calculated only from amounts or rates entered and confirmed by the user. A percentage for stamp duty is applied to the entered stamp valuation, not automatically to the FBR fair market valuation. Fixed fees are entered directly. If a local amount is unknown, the combined total is a subtotal of the amounts provided, not an all-inclusive transfer estimate.
For example, if the gross sale price is Rs 20 million and the applicable 236K fair market value is Rs 22 million, the seller's regular advance tax is based on Rs 20 million while the buyer's is based on Rs 22 million. A separate DC or stamp valuation may be used for a correctly classified conveyance. The calculator retains these distinct bases instead of choosing the highest figure for every charge indiscriminately.
6. Gifts, inheritance, family settlements and authority transfers
A mutation based on inheritance, a transfer by gift, a family settlement, or an allotment or transfer governed by a housing society can raise separate issues concerning registration, applicable taxes, exemptions and documentary prerequisites. The site will not assume that federal sale-and-purchase collections apply to every such instrument. For a mode other than sale, the result lists the federal position as requiring case-specific verification and will not invent a zero liability. In an inheritance matter, the Islamic inheritance share calculator can assist with a supported distribution pattern, but mathematical shares do not replace title, succession or revenue formalities.
7. Practical checks before paying
Verify ownership and the relevant record of rights or registered title, encumbrances, mortgages, pending litigation, chain of transfers, identity and authority of signatories, any power of attorney, government approvals, development authority dues and building-related restrictions. Confirm the official valuation and levy basis with the collecting authority before generating a challan. Obtain receipts and verify that registration and later mutation or record updates are completed. A payment calculation alone does not establish that the seller has good title.
Property transfer tax: commonly asked questions
What is the buyer's property tax under section 236K in 2026–27?
For a purchaser on the Active Taxpayers List, the Finance Act 2026 sets a flat 1.25% advance income tax on the relevant fair market value. Non-ATL purchasers face separate value-based rates under the Tenth Schedule.
How much property sale tax does a filer pay in Pakistan?
Under section 236C and the Finance Act 2026, the ordinary advance tax rate for a seller on the Active Taxpayers List is 2.75% of the gross consideration. A non-ATL seller is generally subject to the enhanced rate under the Tenth Schedule.
Is a late filer charged a separate property tax rate in tax year 2027?
The Finance Act 2026 omitted rule 1A of the Tenth Schedule. The former special late-filer rate table should not be applied automatically to a person currently appearing on the Active Taxpayers List.
Is stamp duty the same in Punjab and Islamabad?
No. Stamp duty is determined by the applicable Stamp Act provisions and instrument, valuation, area and jurisdiction. The calculator does not assume that a single provincial rate applies in every case.
What value should be entered as FBR fair market value?
Use the applicable property valuation basis for the transfer after checking relevant FBR valuation notifications and the governing tax law. Do not assume the sale price, DC value and FBR fair market value are necessarily identical.
Can an overseas Pakistani get the filer rate without being on the ATL?
FBR guidance describes relief for qualifying non-resident POC or NICOP holders, subject to eligibility and documentation. The tool requires an express eligibility confirmation before applying the filer rate.
Does this calculator determine the capital gains tax on selling property?
No. Capital gains tax depends on factors such as acquisition date, cost and statutory treatment. Section 236C advance tax should not be confused with final capital gains liability.
Does a gift or inheritance transfer automatically attract property purchase tax?
No blanket assumption is made. Gifts, inheritance mutations, family settlements and related transfers require deed-specific statutory and exemption analysis, so this calculator does not generate section 236C or 236K figures for those modes.
How are registration, mutation and society fees calculated?
The current challan or competent authority provides the fee. Enter a verified amount or rate in the optional fields; blank figures are omitted and the displayed total will be identified as incomplete.
