Are foreign qualifications automatically recognised for professional work in Pakistan?

A foreign qualification is not automatically recognised for every professional activity in Pakistan merely because the awarding institution is well known abroad. Academic degree equivalence, professional registration, admission to regulated practice and immigration authorisation are separate legal questions. The Higher Education Commission provides a process for recognition or equivalence of foreign degrees, but professions such as medicine and engineering may also require registration under their own statutory councils. The applicable criteria depend on the qualification, awarding institution, discipline and intended professional activity.

Degree recognition and professional licence

An HEC equivalence letter can address the academic standing of a degree within the Commission's mandate. It does not necessarily give the holder a licence to practise medicine, engineering, law or another reserved profession. Professional councils may impose their own training, examinations, supervised experience and registration rules. A foreign candidate should define whether the goal is university admission, employment eligibility or lawful independent professional practice before choosing an application.

HEC's foreign degree equivalence service

HEC publishes a specific online route through its e-services portal for foreign degree recognition or equivalence. The applicant creates a profile, selects the foreign-equivalence service and submits prescribed identity and academic details. HEC describes this as a paperless application process and may request verification from the foreign institution. The applicant should consult the live portal for requirements and fees rather than rely on an unofficial intermediary promising immediate approval.

Recognition of the awarding institution

HEC considers the status of the foreign university and its recognition in the country of origin, including available international institutional databases. A university's marketing claim of global accreditation is not necessarily sufficient. The applicant should preserve an authoritative degree-awarding record and verify whether the specific institution and programme had valid recognition during the period of study. The status of a branch campus or online programme can require particular scrutiny.

Documents and verification

Typical HEC documentation includes the foreign degree, transcript or diploma supplement, identity or passport records and relevant study or travel information. The awarding university may need to verify genuineness directly to HEC. Missing original records, inconsistent names or unresponsive foreign registrars can delay the process. Applicants should not use altered transcripts or agent-provided verification letters; problems concerning authenticity can create serious professional and legal consequences.

Engineering under PEC

The Pakistan Engineering Council regulates engineering qualifications and professional registration within its statutory framework. PEC publishes recognised programmes, international accord information and procedures concerning foreign qualification holders. HEC academic equivalence cannot be assumed to satisfy every PEC condition. A person intending to sign engineering designs or perform other regulated functions should identify the specific registration class, discipline and experience requirements before commencing work.

Medicine and dentistry under PM&DC

Medical and dental practice is subject to the Pakistan Medical and Dental Council framework and relevant recognition and examination requirements. PM&DC publishes notices concerning recognised foreign institutions and postgraduate qualifications. A foreign degree or immigration approval does not confer automatic clinical practice rights. The applicant must verify the particular institution, programme and required registration route. A hospital employing an overseas clinician should check regulatory eligibility independently of its HR hiring decision.

Legal profession

A foreign law degree may assist academic or professional advancement, but admission to practise as an advocate in Pakistan follows relevant bar council legislation and rules. Eligibility, examinations, recognised qualifications, training and enrolment requirements must be checked. Admission as a lawyer in another country does not automatically authorise court appearances in Pakistan. A firm should distinguish a foreign-qualified legal consultant performing permissible advisory tasks from a person claiming the rights of an enrolled Pakistani advocate.

Accountancy and finance

Foreign accounting and financial qualifications may be recognised differently depending on the professional body, employer and regulated role. A company CFO position may have governance eligibility questions separate from a practising auditor's statutory licence. SECP-regulated intermediaries can impose fit-and-proper criteria for directors and officers. Before accepting an international certification as conclusive, identify exactly which statute or regulator governs the intended function and whether exemptions or reciprocal recognition apply.

Academic teaching and public recruitment

A foreign master's or doctoral qualification may need HEC recognition for university appointments, scholarships or public service eligibility. The recruiting authority can have additional subject, grade and experience criteria. HEC equivalence should be distinguished from automatic entitlement to selection. A candidate denied recognition should identify the academic comparability issue and the authority's procedural route for clarification or review, rather than assume every recruitment decision can be challenged through the same mechanism.

Online and distance education

Foreign online programmes and distance-learning qualifications can raise questions of institutional accreditation, programme recognition and applicable HEC policy. The applicant should verify eligibility before enrolment, not only after graduation. An accredited main campus does not necessarily establish identical recognition for every offshore centre or programme. Preserve mode of study, enrollment dates, transcripts and awarding arrangements so HEC or the professional regulator can assess the actual qualification.

Immigration permission is separate

A foreign national who has received a work visa may still be prohibited from carrying out a profession without council registration. The employer should align the job offer with qualifications and lawful practising status. Conversely, an overseas Pakistani citizen with an accepted degree may still need sector permission for regulated work. Immigration, academic equivalence and professional licensing should be tracked as three separate compliance steps where appropriate.

An engineering example

A British-trained engineer accepts an offer to supervise an industrial project in Islamabad. The university degree may be recognised academically, but the proposed activities could require PEC registration. The company should verify the specific foreign programme and applicable professional standing before allowing legally reserved engineering sign-offs. It should not simply rely on the engineer's foreign job title or professional membership without checking Pakistani law.

A foreign doctor example

A physician educated overseas seeks to provide clinical services in Lahore. Even if the degree appears valid and the physician is experienced abroad, PM&DC recognition and registration requirements must be satisfied. The hospital should confirm the current list of recognised institutions and the candidate's required examination or licensing steps. An employment letter alone cannot lawfully substitute for authority to practise medicine.

A university recruitment example

An applicant with a foreign master's degree is rejected for a public teaching position because the equivalence certificate is missing. The candidate should check whether the recruitment rules actually required HEC equivalence at the relevant date and use the formal HEC application route. A challenge may focus on compliance with the stated criteria, administrative fairness or an incorrect assessment rather than a general demand that foreign qualifications be automatically accepted.

Incomplete or refused recognition

If an equivalence application is refused or requires additional information, request the official reason or deficiency record and examine the available HEC or council process. A missing transcript may be cured differently from a programme lacking recognised accreditation. A judicial challenge may be possible for a legally reviewable decision, subject to statutory remedies, but courts generally do not replace expert academic assessment merely because an applicant disagrees.

Opinion and recommended course

Foreign qualifications require an institution-specific and profession-specific recognition analysis. HEC equivalence can be essential but is not a substitute for registration with PEC, PM&DC, bar councils or other competent bodies where applicable. Verify the university and programme, obtain official academic documents and complete the correct professional route before undertaking regulated work.
