Service overview
EOBI registration addresses old-age benefit coverage for an employer within the statutory scheme.
Employer registrations depend on establishment location, workforce, activity and the coverage conditions of the applicable enactment. Different provinces maintain different authorities and filing procedures.
Which employers must register with EOBI?
Identify establishment type, employee coverage and applicable employment thresholds under the Employees Old-Age Benefits Act.
EOBI coverage depends on the actual establishment and the employment coverage rules; employee status and wage records must be correctly determined under the Act.

EOBI employer coverage and worker contribution registration
Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Confirm enacted amendments, applicable forms, fees and filing requirements on the date of submission. A consultation draft is not operative law merely because it has been published. This note does not represent final legal-editor certification of the entire guide.
Determine EOBI establishment coverage
The Employees' Old-Age Benefits Act, 1976 and subsequent amendments govern coverage and employee contributions. The Ministry of Overseas Pakistanis' official EOBI FAQ describes mandatory registration for an establishment with ten or more employees, while application of the law and continuation of coverage require examination of the current Act and any special notifications. Do not use a provincial social security headcount rule as if it automatically establishes EOBI coverage.
Register employer and insured employees
Prepare establishment identity, SECP/FBR details, operational address, commencement date, payroll and worker identifiers, dates of employment and other prescribed records. An EOBI establishment number alone does not register each qualifying employee; assess worker classification and maintain updates for appointments, resignations and transfers.
Employer and worker contribution
The Ministry's published EOBI explanation describes monthly contributions of five percent of the Federal minimum wage from the employer and one percent from the worker, totalling six percent of the relevant minimum wage basis. Confirm the current notified federal wage and any applicable legal changes before calculating rupee amounts; the contribution basis is not necessarily the actual full salary.
Ongoing records and independent social security schemes
Maintain monthly remittance evidence, insured-worker records, EOBI correspondence, inspections and benefit entitlements. EOBI and provincial PESSI/SESSI are separate systems; one registration or payment does not necessarily satisfy the other. Avoid treating an employee's social security card as a substitute for payroll and contribution reconciliation.
