Service overview
An EPZA industrial-unit approval concerns manufacturing or industrial investment within an export processing zone, not the BOI SEZ zone-enterprise route.
SEZ, STZA and EPZA permissions involve different regulators, zones and tax rules; obtaining one status never substitutes for another.
Who qualifies for Export Processing Zone Industrial Unit Approval?
Applicants must present a viable eligible industrial proposal consistent with the zone’s permitted activity, export orientation and available facilities.
An EPZA industrial unit must not be conflated with either SEZ enterprise admission or STZA zone-enterprise licensing.

EPZ and SEZ are legally distinct regimes
The Export Processing Zones Authority administers industrial, manufacturing, trading, warehousing and certain service operations under the export-processing-zone framework. The procedure, import/export movement rules, foreign exchange requirements and concession conditions are not identical to the BOI Special Economic Zone Act. Identify an existing EPZA zone and approved industrial activity before applying.
Select and submit the correct project application
EPZA's official guidelines prescribe Annexure-I for an industrial/manufacturing unit and Annexure-II for a warehousing/trading unit; they say service industry applications use the latter form, with additional approvals for regulated activities such as offshore banking and insurance. Prepare the business project description, proposed exports, capital and machinery investment, shareholders, projected employment, technology, origin of funds and requested site.
Chairman's approval and land allotment
The EPZA eligibility page describes an application with project details, Chairman approval, and payment of land cost within 30 days after approval. It permits foreign, resident and nonresident Pakistani equity, including joint ventures, subject to the policy terms and convertible foreign currency rules stated by the authority. The actual award letter, land terms, time limits and sector conditions govern, not a generic expression of investor interest.
Construction and operating clearance
EPZA operates a one-window mechanism for utilities, import/export authorisations, gate passes and customs-agent use. A project approval does not replace approved construction plans, factory safety, environmental clearance, customs arrangements or actual import/export permissions. Keep authorised project scope, inventory, construction completion, leases and capital contributions under documented zone compliance.
