Service overview

Mining-related services may fall within an identified PVARA licensing class when the activity meets statutory conditions.

PVARA differentiates the initial NOC, incorporation in Pakistan, and final licensing for one or more authorised services. An NOC is not an operating licence, and each chosen licence class has its own safeguarding, capital, competence and activity rules.

Who is eligible for Mining-Related Virtual Asset Services Licence?

Statutory eligibility

Applicants should classify mining, hosting, pool, custody and energy-linked operations, and evaluate environmental or power approvals separately. For a licence in this category, Schedule I to the Pakistan Virtual Asset Services Regulations, 2026 prescribes minimum paid-up capital of PKR 500,000,000. Under the published framework the VASP applicant company must have at least three directors, with applicable independent-director and fit-and-proper controls. Pure mining on one's own account alone is not necessarily a licensable Virtual Asset Service under section 37(2); professional services for third parties and any subsequent large-scale registration directions must be analysed separately.

Conditions and exclusions for this application

Only a mining-related operation falling within the statutory definition of a licensable third-party VASP service needs that particular licence; section 37(2) must be considered for pure own-account mining.

For VASP licences, paid-up capital, eligible company form, director qualifications and actual regulated activity must be tested separately for the chosen licence class. A PVARA NOC does not grant permission to operate.
