Service overview
A PVARA NOC is preliminary permission supporting a proposed VASP's licensing journey; it is not an operating licence.
PVARA differentiates the initial NOC, incorporation in Pakistan, and final licensing for one or more authorised services. An NOC is not an operating licence, and each chosen licence class has its own safeguarding, capital, competence and activity rules.
Who can apply for a PVARA No Objection Certificate?
The applicant must meet the specified preliminary eligibility, ownership and fitness conditions for its intended virtual-asset service classes. Regulation 6 indicates a decision within 60 days of a complete NOC application, subject to the law; the NOC ordinarily lasts three months and may be extended once for up to three months on the prescribed basis.
Promoters must identify licensable virtual-asset categories and satisfy NOC fitness and source-of-funds criteria. A preliminary NOC does not confer authority to provide any licensable virtual-asset service.
For VASP licences, paid-up capital, eligible company form, director qualifications and actual regulated activity must be tested separately for the chosen licence class. A PVARA NOC does not grant permission to operate.

PVARA NOC: formation permission is not authority to carry on VASP business
Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Identify the current operative framework
Under the Virtual Assets Act, 2026 and notified Pakistan Virtual Asset Services Regulations, 2026 (S.R.O. 1419(I)/2026), an applicant follows the current NOC process for specified formation and licensing activity. PVARA states the NOC Regulations, 2025 were superseded for new applications by the regulations notified on 21 August 2026. The earlier 2025 template is not the principal current source.
Prepare Form I and sponsors
Identify the proposed licence categories and Pakistani corporate structure, control persons, source of investment, business plan, AML/CFT controls, technology, cybersecurity and customer protections as required by current Form I and its annexure. The authority's licensing FAQ states the NOC precedes company incorporation for the ordinary formation track; the eventual Pakistani company must satisfy the applicable minimum directors and capital conditions.
Decision, validity and limits
PVARA's current licensing FAQ describes an NOC decision within 60 days of a complete application and a three-month validity, with a possible extension of up to three months on timely application and recorded reasons. The NOC is not a VASP licence and cannot itself be used to operate an exchange, broker, custodian or other regulated service.
Apply for the final licence
Following the NOC and incorporation, submit the activity-specific operating licence application with the updated annexure evidence and prescribed fees. The authority assesses categories, directors, paid-up capital, cyber resilience, financial crime controls and safeguarding independently; the NOC does not guarantee a favourable final decision. Legacy applicants under 2025 rules should follow PVARA's transitional FAQ rather than automatically reapply.
