Service overview

Development or operation of a private/public-private export processing zone requires developer-level authorisation, not the ordinary industrial unit admission procedure.

SEZ, STZA and EPZA permissions involve different regulators, zones and tax rules; obtaining one status never substitutes for another.

02

Who qualifies for Private or PPP Export Processing Zone Developer Licensing?

Legal entitlement and applicant conditions

A proposed private or PPP EPZ developer must demonstrate authorised land rights, infrastructure funding, eligible projects and conformance with EPZA’s zone developer/operating requirements.

Important restriction or qualifying condition

Approval of a single EPZA investment proposal does not authorise a company to develop or operate a private EPZ.

03

How to apply for Private or PPP Export Processing Zone Developer Licensing in Pakistan — step-by-step guide

  1. 01
Identify the appropriate application route and eligibility

First determine whether the proposed applicant and activity fall within this procedure. A proposed private or PPP EPZ developer must demonstrate authorised land rights, infrastructure funding, eligible projects and conformance with EPZA’s zone developer/operating requirements. Review the separate conditions and exclusions in the eligibility section before submitting any form or payment.

  2. 02
Prepare the application documents and evidence

Start with the particulars listed for this service: Proposed zone land rights and location plan; PPP or private development structure; Development and infrastructure feasibility; Developer funding and management credentials; Proposed industries and environmental safeguards. Ensure the names, applicant identity and documents are consistent. The authority may require further supporting material under its current checklist.

  3. 03
Check the current regulator instructions before filing

Refer to the regulator resource identified on this page (Export Processing Zones Authority (EPZA) official procedure and resources ↗). Reconfirm the currently prescribed forms, online or physical submission method, supporting evidence, fee and any current amendments. Do not assume that historic processing times or fees remain applicable.

  4. 04
Select private or PPP development mode

Check statutory location, permissible investments and prohibited-sector conditions applicable to private/PPP export processing zones.

  5. 05
    Prepare the developer application

Assemble project viability, land, infrastructure, organisational and financial information under the applicable EPZA developer licensing framework.

  6. 06
Apply to EPZA for developer/operator approval

Submit to the Authority under the relevant rules and address evaluation, committee/board approval and proposed licence conditions.

  8. 08
Keep the approval record and track ongoing obligations

After the authority has made its decision, retain the acknowledgement, correspondence, evidence of approval and any conditions attached to it. Observe annual licence requirements, development targets, restrictions on zone tenants and EPZA oversight. Check whether separate approvals, renewals or reporting duties apply to the actual business.

Before you submit: application file check

Use the current regulator checklist to confirm that every listed item is still required and that any activity-specific conditions have been met. The items below are drawn from the document requirements identified on this page, not a representation that the checklist is exhaustive.

Private and public-participated EPZ developer: notified 2024 rules, master plan and concession

Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Confirm enacted amendments, applicable forms, fees and filing requirements on the date of submission. A consultation draft is not operative law merely because it has been published. This note does not represent final legal-editor certification of the entire guide.

Apply the enacted rules, not the 2022 draft

Section 9A of the Export Processing Zones Authority Ordinance, 1980 and the amendments made in 2023 enable private and public-participated EPZ structures. S.R.O. 349(I)/2024, gazetted 7 March 2024, notified the Private and Public Participated Export Processing Zones Rules, 2023. An EPZA document describing proposed 2022 rules is an earlier draft and is not the proper operative source for a new zone application.

Choose private versus public-participated structure

The notified rules distinguish a Private EPZ developed and operated by a Pakistani incorporated company from a Public Participated EPZ developed by a company with EPZA participation/operation under an approved development arrangement. A developer/operator licence, development agreement, formal zone notification and admission of individual enterprises are not interchangeable approvals. Review land title, zoning, bankability, proposed investment, access and permitted industrial, trading and service activities.

Prepare the development application and agreement

The 2024 notified rules set out a zone application in Appendix I(a)/(b), a development agreement contemplated by Appendix III and an infrastructure/master-plan framework. Assemble applicant ownership and capability, site boundaries and title, roads, customs perimeter, power and water, environmental assessment, projected investment and exports, timetable and risk-sharing obligations. Identify the competent EPZA Board or Authority approval required for the specific structure.

Operating conditions and investor protections

A private developer does not obtain unconditioned power to allocate zone status or grant national tax exemptions. Admission of individual enterprises, permitted zone operations, customs control, enforcement, infrastructure performance, zone governance and tariff-area movement remain subject to EPZA's notified rules and other law. The development agreement should address default, completion, monitoring, handover, termination and regulatory sanctions, rather than assume the proposed zone will automatically be notified.
