This is a withholding estimate, not a final income-tax assessment or confirmation that the deduction is minimum, final or adjustable. Actual liability depends on applicable law and facts.
Understanding withholding income tax in Pakistan
Withholding is a deduction or collection mechanism under the Income Tax Ordinance, 2001. A person who is required by law to deduct tax generally deducts the prescribed amount when making a relevant payment and deposits it according to the statutory procedures. Withholding should not be confused with the recipient's ultimate income-tax liability: depending on the provision and statutory circumstances, a payment can be treated as adjustable, minimum or final tax.
For Tax Year 2027, the federal rules and rate schedules must be read together. The First Schedule, Part III specifies rates for income payments, while the Tenth Schedule establishes a general higher-rate rule for persons not appearing on the Active Taxpayers List, subject to provisions that operate differently. The FBR's withholding rate card is a useful reference; in the event of any discrepancy, the Income Tax Ordinance and legally effective amendments prevail.
Section 153: goods, services and contracts
Under section 153(1)(a), ordinary goods supplied by companies and other taxpayers carry different ordinary rates. Separate treatments apply to toll manufacturing and specific agricultural products. Under clause (b), services cannot be treated as one undifferentiated category: the statutory schedule separately addresses defined IT services, certain named services, independent professional services, electronic and print-media advertising, terminal and port operations, and residual services. Under clause (c), contracts that are not simply contracts for goods or services receive a different rate again.
The distinction has practical consequences. A contract described commercially as a “service contract” may still require classification under section 153(1)(b) rather than the execution-of-contract rate under clause (c). Similarly, an independently practising software professional is not necessarily within the reduced IT service category. The calculator asks the user to select the relevant statutory description and provides the underlying condition so that the chosen rate is not mistaken for a universal rule.
Who must deduct withholding tax?
Section 153 is triggered only when a prescribed payer makes a qualifying payment. The legislation also contains aggregate thresholds for goods and services over a financial year. The relevant payer, payment description, residency and possible exceptions must therefore be checked before making any deduction. A small payment should not automatically be treated as exempt without checking cumulative payments to that recipient. Likewise, the existence of a tax rate does not itself establish that every person paying an invoice is a prescribed withholding agent.
Filer and non-filer withholding tax
Appearance on the Active Taxpayers List can materially affect tax at source. The Tenth Schedule generally doubles the statutory rate for persons not appearing on the ATL. This calculator allows users to compare the resulting deduction after identifying the ordinary rate and transaction type. It does not determine whether an individual has filed a return, verify identity with FBR, or override a legally applicable exemption or special treatment. The input assumes the user's chosen ATL status is correct for the payment date.
Rental income and section 155
Rent paid to a company is subject to a statutory flat rate under the relevant schedule. Where the recipient is an individual or association of persons, section 155 uses progressive rates on annual gross rent. This is why the tool asks whether the entered rent is monthly or annual: it annualises equal monthly rent for purposes of selecting the applicable band, then returns a monthly equivalent if the monthly option is used. Irregular payment arrangements, mid-year changes, and accounting adjustments may produce a different actual deduction.
Dividends and profit on debt
Dividends under section 150 and profit on debt under section 151 also have separate schedules. For dividend payments, qualifying independent power producers, REIT/SPV arrangements, certain mutual-fund distributions and specified company circumstances can alter the tax. For profit on debt, bank deposit income, government securities and other qualifying debt receipts are not necessarily treated identically. This tool covers stated ordinary classes and excludes circumstances requiring further facts.
Calculation example
Consider an ordinary goods invoice of Rs. 500,000 paid by a prescribed withholding agent to a resident company appearing on the ATL. If the section 153 conditions are satisfied, no exception applies and the full amount is the relevant gross payment, a 5% rate produces a deduction of Rs. 25,000 and a net payment of Rs. 475,000. If the recipient does not appear on the ATL, the general Tenth Schedule increase produces a 10% rate and Rs. 50,000 deduction. A different description of the goods or the recipient would require the calculation to be changed.
What this estimator does not include
The calculator does not determine eligibility for any exemption certificate, reduction approval, treaty benefit, permanent-establishment treatment, special taxation of non-residents, provincial sales-tax withholding or another tax regime. It does not verify the recipient's ATL status or prepare a tax deposit challan. Payments to non-residents require separate analysis under section 152 and applicable treaty provisions. For these cases, consult the current statutory text and any effective notifications or obtain professional advice before applying a deduction.
Frequently asked questions
How is withholding tax calculated in Pakistan?
For most covered payments the prescribed tax is a percentage of the gross payment. Rent paid to an individual or association of persons follows an annual progressive schedule. The applicable provisions, payee classification, ATL status and statutory exceptions must be determined before calculating.
What is the withholding tax rate on services in 2026–27?
It depends on the exact service. The First Schedule specifies separate categories including qualifying IT and IT-enabled services, listed services, independent professional services, electronic/print-media advertising, terminal and port operating services, and residual services.
What is the tax on goods under section 153?
Ordinary goods supplied by a company attract a 5% base rate and those supplied by an individual or association of persons attract 5.5%. Special rates apply to defined commodities and toll manufacturing.
What is the difference between filer and non-filer withholding rates?
As a general rule under the Tenth Schedule, tax collected or deducted from persons not appearing on the Active Taxpayers List is increased by 100% of the otherwise applicable rate. Specific statutory exceptions exist.
Does section 153 apply to every small payment?
No. For qualifying supplies and services, section 153 sets financial-year aggregate payment thresholds. The payer must also fall within the prescribed-person definition and the transaction must satisfy the statutory conditions.
Is rent subject to a flat withholding rate?
Rent paid to a company is subject to a flat statutory rate. Rent paid to an individual or AOP follows progressively increasing annual gross-rent bands, so it should not be calculated using a single percentage on the monthly amount.
Does this calculator include provincial sales tax?
No. It calculates specified federal withholding income tax on an entered gross taxable payment, not the underlying goods or services sales tax, stamp duty, or provincial collection obligations.
Can it calculate non-resident payments or reduced-rate certificates?
No. Payments to non-residents, treaty relief, exemptions, reduced-rate certificates, permanent-establishment questions and special regimes need separate assessment.
