Customs trader registration: the distinct approvals

Registering a business for import or export transactions in Pakistan involves three separate questions. First, does the applicant have a lawful business and taxpayer identity? Second, has the applicant obtained a Pakistan Single Window (PSW) user identifier and associated its profile with Pakistan Customs as a Trader? Third, is the proposed commodity and transaction permitted under the current Import Policy Order, Export Policy Order and any sector-specific restrictions? Completing one step does not automatically satisfy the others.

The PSW Act, 2021 establishes the electronic trade platform. The Customs Act, 1969 and Customs Rules, 2001 govern customs declarations and clearance; the Imports and Exports (Control) Act, 1950 underpins the trade policy orders. The PSW user manual identifies a separate Trader Registration function after subscription. The Ministry of Commerce's current SRO register records amendments to the Import Policy Order, 2022, including S.R.O. 1207(I)/2026 dated 29 July 2026, and amendments to the Export Policy Order. Therefore an applicant should not rely on an old list of unrestricted goods merely because its customs account is active.

02

Who can register as an importer or exporter?

Business identity and legal form

A sole proprietor trades through the proprietor's lawful taxpayer identity; a partnership or association of persons must reconcile its tax record and partner authority; a company uses its SECP incorporation and FBR records. A valid PSW subscription is the starting point for electronic Customs role association. The PSW manual distinguishes Commercial and Non-Commercial Trader subtypes. The correct subtype depends on the activity; it should not be selected to avoid a requirement that applies to the actual business. A company with multiple directors or a partnership may need an authority letter for the person registering the Trader role.

Other users and exceptional trade

Government departments, diplomatic missions and other non-commercial users may have different customs and identity routes. The PSW 2023 Evidence of Identity Regulations include FTN holders and specified foreign applicants; the PSW manual separately addresses Trader registration for FTN holders. Customs agents, bonded carriers, shipping lines and warehouse operators are different user categories, not simply alternative labels for a commercial importer. A business that clears goods on behalf of other traders should assess customs-agent licensing rather than attempt to use a Trader account for that regulated service.

Restrictions cannot be bypassed by registration

Importer/exporter registration is not a universal import or export licence. Product restrictions can arise under the amended policy orders, customs tariff classification, quarantine, plant protection, medicines, food, standards, chemicals, telecommunications and other sector laws. The origin, destination, end-use and transaction structure may affect whether an approval is required. Confirm those matters for the actual HS classification and transaction before shipment, particularly for controlled or prohibited goods.

03

Documents and information: standard and conditional

For the PSW subscription stage, prepare the NTN or FTN, the FBR-registered email, the authorised person's CNIC and mobile number, and SECP CUIN where applicable. The 2023 Evidence of Identity Regulations govern the validation. Once subscribed, the official PSW user manual says the Trader Registration form requires selection of the business name, business address, city and Commercial or Non-Commercial subtype, followed by uploading documents requested by that form. A business with multiple directors or partners must prepare an authority letter. For an FTN holder, the manual refers to an authority letter from the competent authority.

Maintain an internal dossier containing incorporation or partnership documents as applicable, tax-registration evidence, authority of the person using the account, actual business premises and contact particulars, and any current bank or financial documents required by the particular procedure. These are preparatory records, not a claim that every applicant must submit every item to PSW. A product-specific application may separately need invoices, packing lists, origin evidence, technical certificates, testing results, quota documents, import permits or export authorisations.

FBR's older public Registration as Trader checklist includes paper applications, photographs, Karachi Chamber membership, bank statements and local collectorate documentation. It describes a legacy/manual WeBOC registration route and should not be imposed as a nationwide mandatory PSW checklist. In particular, Karachi-specific chamber membership or an old bank-balance threshold should not be represented as a general statutory condition for all Pakistani traders. Confirm any exceptional manual-registration instruction with the competent Collectorate before collecting additional evidence or paying an older charge.

Trader role association and first transaction

  1. 01
Define the legal importer/exporter and commodity

Identify the entity that will contract, own the goods and make the declaration. Determine whether it is a commercial importer, manufacturer-exporter, non-commercial entity or another recognised trader type. Record the likely HS heading, goods description, origin/destination and end-use so the legal permissions can be evaluated accurately.

  2. 02
Validate the business and tax records

Check the SECP record for a company, partnership authority for an AOP, and the current FBR taxpayer profile. Ensure the selected representative can receive email and mobile OTPs. Do not substitute the customs agent's NTN for the importer's or exporter's own legal identity.

  3. 03
    Obtain or confirm PSW subscription

Complete the PSW identity procedure and receive the UID. PSW currently states a PKR 500 initial subscription fee; this is a PSW subscription charge, not a general customs import licence fee. Existing subscribers should check that the UID remains active and that the authorised person has the correct access.

  4. 04
    Register the Customs Trader role

Log in to PSW, open Registration and select Trader. The official user manual describes choosing Business Name, Business Address, City and the Commercial/Non-Commercial subtype, uploading the documents requested by the live form, and submitting. Supply an authority letter where multiple directors or partners require it. Retain the role-association confirmation.

  5. 05
    Resolve exceptional physical verification

If biometric verification was not possible and the PSW undertaking route was used, the manual requires appearance before the Assistant/Deputy Collector in the selected city/Collectorate. A UID may exist before this stage, but the trader cannot file a declaration until the required physical verification has been completed.

  6. 06
Check current product restrictions and agency approvals

Consult the Ministry of Commerce's operative Import/Export Policy Orders and amendments, the FBR customs tariff and the PSW Trade Information Portal. For regulated goods, use the relevant PSW other-government-agency module to seek the necessary licence, permit or certificate. Distinguish a proposed draft from a gazetted amendment and confirm the latest position at the time of import or export.

  7. 07
Prepare the declaration and preserve records

Only after the trader role and applicable regulatory permissions are active should the business file the relevant PSW Single Declaration or customs Goods Declaration. Confirm valuation, classification, origin, tax and payment treatment with the transaction documents. Keep submission acknowledgements, permits, examination notices, duty receipts and release evidence.

05

Post-registration duties and common failures

Keep the trader and PSW identities current

Monitor the PSW UID's expiry and renew it under the official process; the PSW renewal page describes a two-year subscription period and a current PKR 500 renewal fee. Update or synchronise authorised-person and business details when FBR or SECP records change. A company reorganisation or change of controller may require new authority documents. Keep the primary UID and any permitted child users secure and avoid using a former employee's credentials.

Each shipment requires its own compliance assessment

Registration is only the beginning. The trader remains responsible for accurate tariff classification, valuation, origin, description, restrictions, record retention and responses to Customs enquiries. Product-specific certificates may expire, apply only to a particular shipment or require renewal independently of the PSW UID. Bank and foreign-exchange documentation can be required by the actual payment structure; PSW account access does not replace the applicable State Bank framework.

Legacy registration and local collectorates

FBR still publishes a separate legacy WeBOC User-ID procedure and category-specific documents. If an applicant is directed to a manual or exceptional process, verify the current legal basis, competent Collectorate and required documents in writing. Do not generalise a Karachi-specific paper checklist to Lahore, Islamabad, Peshawar, Quetta or other locations. If a system error or inconsistent identity record blocks role association, retain the error message and seek an official correction rather than submitting contradictory declarations.

07

How Chambers can assist

Chambers can review the legal route, identify regulatory constraints, prepare or review the supporting corporate and legal documents, manage the prescribed submission and correspond with the competent authority where instructed. The scope of the engagement will be determined by the applicant’s particular circumstances.

For an initial enquiry, identify the proposed activity, applicant entity and current stage, and provide the available documents indicated above. Please avoid sending confidential or identity-sensitive records through an unencrypted first contact.
