Service overview and legal status
Pakistan Single Window (PSW) subscription creates a verified identity for the national electronic trade platform. It gives an eligible trader, customs agent or other trade participant access to the services of Pakistan Customs and participating regulatory agencies. It is not the same as Customs Trader role association, a customs-clearing-agent licence, a commodity import permit or the clearance of a particular consignment. These are separate legal and operational stages.
The legal foundation is the Pakistan Single Window Act, 2021 (Act III of 2021), brought into force on 1 July 2021 by S.R.O. 787(I)/2021. Identity requirements are governed by the Pakistan Single Window Evidence of Identity Rules, 2022 (S.R.O. 2296(I)/2022) and the Pakistan Single Window (Evidence of Identity) Regulations, 2023 (S.R.O. 98(I)/2023). The latter set out eligible applicant types, validation, renewal and circumstances in which access can be refused or cancelled. PSW's current helpdesk and user manual describe how those rules operate in the portal.
Applicant types, eligibility and exceptions
Individuals and Pakistani businesses
The 2023 Regulations extend to individuals, sole proprietors, partnerships, companies and other commercial and non-commercial participants in cross-border trade. An ordinary subscriber supplies a valid NTN or, where applicable, FTN. A Pakistani incorporated company also supplies its SECP registration number or CUIN. For a partnership or company, the system selects a partner or director from the FBR database and requires authority from the other partners or directors as applicable. The chosen person's CNIC and mobile number registered in that person's name are used for electronic and biometric verification; a SIM registered only in the company's name is not sufficient for that normal route.
Foreign applicants and entities without Pakistani directors
Foreign nationals, foreign companies and Pakistani companies without Pakistani partners or directors are expressly addressed in the 2023 Regulations. The ordinary CNIC, company-number and mobile requirements are modified where the stated conditions apply. If a Pakistani principal officer is registered with FBR, verification can proceed through that person. If none is registered, the regulations provide for real-time banking-information verification. The PSW user manual includes a separate foreign-national workflow. A foreign applicant should not use an unrelated Pakistani individual's credentials merely to make the standard form work.
Government and exceptional categories
The regulations also cover government organisations, diplomatic missions, logistics and other trade-service participants. Where an entity is not legally required to hold an NTN or FTN, a CNIC-based exception may apply; it should be assessed against the entity's actual status. A PSW user identifier does not override a prohibition imposed by Customs, another competent regulator or a court.
Identity evidence and conditional documents
For a normal NTN/FTN application, assemble the taxpayer identifier and current FBR profile; SECP CUIN or registration number where relevant; the authorised proprietor's, partner's or director's CNIC; an active SIM registered to that individual; access to the email recorded against the tax identifier; and the correct business name and address. The FBR email must be accessible for one-time-password validation and delivery of login credentials. Check whether a partnership or multi-director company needs an authority letter at the subsequent Customs Trader registration stage.
For NADRA e-Sahulat verification, the selected individual should carry the original valid CNIC, the PSW Application ID generated during subscription and the relevant mobile phone. The person whose CNIC was used must complete the verification; it cannot be delegated to an unrelated agent. Where fingerprints cannot be verified because of age, worn ridges or a medical condition, PSW provides an undertaking and an alternative physical-verification procedure involving the Customs officer of the relevant collectorate.
Foreign applicants should follow their specific identity and bank-validation route. Keep the payment slip ID (PSID), Application ID, payment receipt, OTP correspondence and final UID notification. A scanned incorporation certificate by itself is not a substitute for the validations required by the 2023 Regulations. Do not upload unrelated identity records or disclose OTPs to a consultant.
How to obtain a PSW subscription
- 01Reconcile FBR and SECP records first
Identify the correct NTN, FTN or exceptional applicant route. Check that the company registration number, selected partner/director, FBR email, CNIC and mobile ownership match the databases PSW will query. Resolve mismatches before payment; repeated submissions will not correct inaccurate source records.
- 02Use the official Subscribe interface
Open the PSW website, select Subscribe, read the current terms and choose the applicant category. Enter the identity number and validate the FBR details retrieved by the system. Select the authorised person rather than a nominee who has no legal connection with the business.
- 03Generate and pay the PSID
Enter the selected CNIC and mobile particulars, generate the PSID and Application ID and pay through the supported channel. PSW currently publishes a PKR 500 non-refundable initial subscription fee. The older official manual mentions a two-day PSID expiry; check the due date printed on the live voucher rather than treating an old screen as a permanent rule.
- 04Authenticate contact details
After payment is reflected, request the one-time passwords and validate the email and mobile. If the email registered with FBR is no longer accessible, update that FBR record. An incomplete application can be resumed with its Application ID, subject to the portal's instructions.
- 05Complete biometric verification
The selected person attends a NADRA e-Sahulat franchise with the original CNIC and Application ID. The 2023 Regulations permit an alternative verification route where fingerprints fail for specified reasons. Under that route, a UID may be created following an undertaking, but trade declarations cannot be filed until the designated Customs officer completes physical verification.
- 06Activate and secure the UID
After successful validation, PSW sends the UID and password-creation link to the registered email. Establish a unique password and restrict access to authorised users. The 2023 Regulations contemplate child user IDs for workload management; they are preferable to sharing a principal subscriber's login.
- 07Complete the relevant role association
Subscription alone does not activate import/export declarations. Register the Customs Trader role through the PSW dashboard, or use the Customs Agent function if already properly licensed. For controlled goods, apply through the applicable OGA module for the licence, permit or certificate required by that product and transaction.
Renewal, updates and continuing compliance
Two-year validity and renewal
PSW's renewal guidance cites S.R.O. 2296(I)/2022 and states that a subscription is valid for two years. The actual dates appear in Profile Management. The system prompts renewal approximately one month before expiry. The official renewal page describes login, Renew Subscription, a new PSID, updated FBR/mobile verification and renewed NADRA biometrics. It currently states a PKR 500 renewal fee and a ten-day payment window for the renewal PSID. These operational instructions should be checked against the live portal when renewal is initiated. An expired subscription cannot initiate fresh PSW transactions; PSW says already filed requests continue processing.
Profile changes and records
The 2023 Regulations permit updates and synchronisation of specified identity details, subject to fresh validation and a fee equivalent to the subscription fee for certain changes. A new director, address, CNIC, principal officer or mobile number may therefore require action in FBR and PSW, rather than merely editing an internal company record. NTN is not treated as an ordinary editable profile field. Preserve acknowledgements, user permissions, payment evidence and the registration history.
Account security and legal limits
The subscriber is responsible for the truth of information submitted and for access under the UID. Do not transfer, sublet or share the password, biometric identity or subscriber particulars. Report suspected compromise to PSW support. The 2023 Regulations address refusal, suspension or cancellation where a competent authority has barred a person from trade for specified reasons, with applicable procedural safeguards. An active UID does not exempt a trader from tariff classification, customs duties, foreign-exchange controls or product-specific licences.
Enacted instruments and official sources
The following are enacted instruments or current official operating guidance. S.R.O. 164(I)/2021 published a draft proposal for Customs Rule 431A; it must not be cited as the operative PSW subscription rule in place of the subsequently notified 2022 Evidence of Identity Rules and 2023 Regulations. Fees and portal screens may be changed by later notifications.

The scope of the engagement will be determined by the applicant’s particular circumstances.
