WeBOC access after Pakistan Single Window integration
WeBOC is Pakistan Customs' web-based customs management system for processing import, export and transit declarations. Pakistan Single Window (PSW) is the wider integrated platform connecting Customs with banks, ports and other regulatory agencies. The two are related but not identical: PSW's official WeBOC transition page states that WeBOC remains the core Customs Management System, while PSW is the principal integrated interface for traders and other regulatory approvals.
The practical consequence is important. PSW's current subscription FAQ says a subscriber does not require a separate WeBOC user ID merely to use WeBOC functions once the appropriate Customs Management System role has been associated. FBR nevertheless retains pages describing legacy direct WeBOC User-ID registration and revalidation. Those older instructions may remain relevant for a category-specific or exceptional case, but should not be presented as the standard mandatory path for every new PSW trader. This guide explains the modern route, the residual legacy route and the difference between a user identity and authority to file a particular declaration.
Who can use Customs functions and in what capacity?
Traders versus customs agents
An importer or exporter normally requires a valid PSW subscription and the Trader role in the Customs Management System. PSW's official manual asks traders to select their business, address, city and Commercial or Non-Commercial subtype. A customs-clearing agent is a different category: the manual requires the agent to enter and validate an existing customs-agent licence number before completing Customs Agent role registration. A Trader UID does not turn the trader into a licensed agent authorised to file for unrelated customers.
Other specialised Customs users
FBR lists bonded carriers, shipping lines, warehouses, banks and other users as separate registration classes. A warehouse operator or shipping line should not assume a commercial importer's account grants the system privileges needed for its regulated functions. Government departments and FTN holders may register as traders under the applicable PSW manual procedure; the manual states that FTN holders cannot register as Customs Agents through that particular module.
Identity and exceptional verification
PSW subscription follows the 2022 Evidence of Identity Rules and 2023 Regulations. The ordinary Pakistani route uses NTN/FTN, the selected authorised person's CNIC, a mobile number registered to that person, the FBR email and NADRA biometrics. Foreign applicants and all-foreign-owned businesses have a modified identity route. If biometric failure leads to the official physical-verification undertaking, a UID may be issued before the applicant is permitted to file Customs declarations. Completion of the designated Collectorate verification remains necessary.
Documents for PSW access and exceptional WeBOC registration
For the modern PSW route, keep the valid subscriber UID, NTN or FTN, company CUIN where applicable, current business address, the authorised proprietor/partner/director details and the Customs Trader or Customs Agent role evidence. The official manual requires an authority letter for a trader with multiple directors or partners. For a Customs Agent, it requires an existing licence number for validation and supporting documents prompted by the portal. These items must be distinguished from a new application for a customs-clearing-agent licence.
For an exceptional physical-verification route, carry the original CNIC and the authority letter where required, and attend the Assistant/Deputy Collector User-ID section of the Collectorate identified by the system. Keep the PSW undertaking and the verification notice. The 2023 Evidence of Identity Regulations expressly recognise alternative physical verification after biometric failure; they do not authorise declarations before that step is completed.
FBR's legacy WeBOC external-user page separately describes a paper registration form containing NTN, STRN, business name and address, contact CNIC, banking details and user category, followed by personal appearance, photograph, thumb impression and possible premises visit. FBR's older Trader checklist additionally includes Karachi-specific chamber documents and bank evidence. These are not a uniform nationwide PSW checklist. Before producing those documents or paying an older paper-process charge, establish that the competent Customs office has actually directed the applicant into that legacy process.
Step-by-step: activate the correct Customs access
- 01Determine the service and system role
Identify whether the applicant is an importer/exporter, licensed customs agent, carrier, shipping line, warehouse or other user. Check whether the intended task is declaration filing, a regulatory permit, a customs transit function or account maintenance. This determines which role and approvals are required.
- 02Check for an existing PSW subscription
PSW's official FAQ says a separate WeBOC UID is not needed after Customs role association. Therefore inspect the applicant's current PSW account and linked Customs role before creating a duplicate legacy account. If the UID has expired, use PSW's renewal procedure first.
- 03Complete the PSW identity process if necessary
For a new applicant, follow the official Subscribe route: validate NTN/FTN and authorised identity, generate and pay the PSID, complete OTP and NADRA verification, then activate the UID. PSW currently states a PKR 500 initial subscription fee; it is not a fixed fee for every possible Customs licence or specialised WeBOC registration.
- 04Associate the Customs role
Log in to PSW and select Registration. For a trader, choose Trader, business name, business address, city and Commercial/Non-Commercial subtype, and upload documents requested by the live form. For a customs agent, select Customs Agent and validate the existing licence number. Do not choose the agent route without the underlying licence.
- 05Complete any required Collectorate appearance
Where the applicant followed the biometric-failure undertaking route, attend the designated Assistant/Deputy Collector with the original CNIC and corporate authority as applicable. The PSW manual expressly says the user cannot file a declaration until this physical verification is complete. If Customs directs a different exceptional legacy process, obtain its current instructions and preserve the correspondence.
- 06Choose the proper declaration interface
PSW's WeBOC transition FAQ states that the platform integrates WeBOC functionality. It distinguishes the customs Goods Declaration (GD) from PSW's Single Declaration (SD): where other regulatory requirements apply, submission through PSW's SD is mandatory according to the current official FAQ; without such requirements, the trader may use the available interface. Verify the live transaction-specific instructions before filing.
- 07Test access and maintain the audit trail
Confirm the authorised functions are visible and that the legal trader and agent details are correct. Save role confirmations, user permissions, declarations, documents, Customs responses, duty payments and release records. If access fails, report the precise error to official support rather than sharing credentials or making declarations through another business's account.
Account maintenance, renewals and compliance
PSW UID renewal and role updates
PSW's official renewal guidance provides a two-year subscription validity, with a current PKR 500 renewal fee and fresh identity checks. The profile screen shows the actual expiry date. Keep the UID active, the authorised signatory current and the Customs role matched to the business's actual status. Changes in directors, partners, principal officers, business address or mobile number can require updates to FBR and renewed verification under the 2023 Evidence of Identity Regulations.
Security, delegation and revalidation
The PSW manual places responsibility on subscribers for access and actions taken under their UID. Use authorised child-user or delegation functions rather than sharing the principal password. A customs agent should be authorised for the relevant trader and transaction; the trader remains responsible for accurate information supplied to Customs. FBR's older revalidation page refers to periodic appearance and possible premises verification, but do not assume that old process applies automatically to every active PSW subscriber.
Transaction-level compliance
Access to WeBOC or PSW does not settle the legal requirements of an individual consignment. Check the applicable Import/Export Policy Orders, tariff classification, origin, customs value, tax liabilities and required licences, permits or certificates. Some product restrictions and agency requirements have changed under 2026 notifications. A successfully filed declaration may still be examined, queried or assessed by Customs, and an account can be restricted under applicable law. Retain records for the periods prescribed by the governing transaction-specific legislation.
Primary sources: modern and legacy routes distinguished
Current PSW guidance controls the normal role-association route; FBR's older WeBOC pages document the legacy external-user procedure. The 2021 S.R.O. 164(I) proposal concerning PSW enrolment was a draft, not the later operative Evidence of Identity Rules, 2022 and Regulations, 2023. The sources below permit verification of the distinction without inventing a universal manual-registration fee or processing period.
How Chambers can assist
Chambers can review the legal route, identify regulatory constraints, prepare or review the supporting corporate and legal documents, manage the prescribed submission and correspond with the competent authority where instructed. The scope of the engagement will be determined by the applicant’s particular circumstances.
For an initial enquiry, identify the proposed activity, applicant entity and current stage, and provide the available documents indicated above. Please avoid sending confidential or identity-sensitive records through an unencrypted first contact.
