Bonded warehouse licensing: warehouse class, security and inventory controls

Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Confirm enacted amendments, applicable forms, fees and filing requirements on the date of submission. A consultation draft is not operative law merely because it has been published. This note does not represent final legal-editor certification of the entire guide.

Choose the legally appropriate bond

Customs Rules, 2001 provide separate regimes for public, private, common and manufacturing bonded warehouses, and potentially export-related bonded facilities. Determine proposed goods, site, customs jurisdiction, manufacturing or storage activity and tax deferment sought. A registered storage company or commercial lease alone does not authorise duty-unpaid stock to be kept under customs control.

Licensed premises and security

Prepare title or tenancy, site plan, access controls, perimeter and surveillance arrangements, suitable storage conditions, stock system, insurance and security/bond arrangements as prescribed by the relevant Customs Rules. The Customs Rules contain an application form referenced under Rule 343; the applicable chapter and amendments must be verified for the proposed warehouse type.

Customs assessment and system access

Obtain licence through the relevant Collectorate and required inspections, then register and control the authorised stock and user accounts. FBR's customs warehouse registration page distinguishes WeBOC user identification from warehouse licensing: the user ID is not a licence and a manufacturing bond can have other procedures and conditions.

Ex-bond clearance and closure

Track arrivals, removals, transfers, shortages, reconciliations and ex-bond goods declarations, and retain evidence of payment or lawful re-export. Customs Rules govern regulatory inspections, annual or period reviews, licence renewal and disposal of goods. Do not permit release solely against a commercial warehouse receipt where customs clearance is still due.
