Service overview

Customs clearing agent licensing authorises representation of traders in prescribed customs processes.

PSW subscription, customs role association and commodity-specific permits are different requirements. A permit to trade one product may not establish permission for another, and sector-specific certificates may be required.

Customs clearing agents: 2024 competitive examination reform and separate user access

Primary-source research. The following procedural analysis is based on the identified government or regulator sources. Confirm enacted amendments, applicable forms, fees and filing requirements on the date of submission. A consultation draft is not operative law merely because it has been published. This note does not represent final legal-editor certification of the entire guide.

Agent licensing differs from trader access

A trader or exporter registered with PSW may appoint an authorised customs agent. The agent's commercial power of attorney and WeBOC or PSW user role do not themselves satisfy the professional licence requirement under Customs Rules, 2001. FBR's general Customs Agent registration page contains older company-form references and should be reconciled with current licensing law.

The amended route for new licences

S.R.O. 2071(I)/2024 substituted customs-agent rules 91 and 93 to establish applications invited by FBR through public advertisement, generally on 1 November each year, and a qualification test administered by an accredited institution. FBR issued procurement and examination material in the 2025–26 period. Applicants should follow the published examination/eligibility notice, not assume routine direct issuance on paying a legacy registration fee.

Fitness, licensing and documentary evidence

Prepare identity, tax/ATL profile, company or firm details, banking, office premises, compliance record and any security or qualifying education requirements prescribed by the operative regulations and competition notice. Different eligibility criteria can govern individual and corporate applicants. Passing a test must not be represented as a final licence without the issuing Customs authority's act.

System registration and operations

After obtaining the valid licence, complete the applicable PSW or WeBOC Customs Agent role registration, powers of attorney and taxpayer association. Keep records of goods declarations, client instructions, receipts, duties and professional conduct, and monitor renewal or disciplinary proceedings. An importer/exporter user profile is not a replacement for the agent licence.
