Service overview
A registered partnership firm carries on business through partners under their partnership agreement.
The correct legal form determines membership, liability, governance, statutory filings and whether separate sector licences will be needed.
Who can register a partnership firm?
Two or more persons should agree ownership, control, profit-sharing and liabilities; registrar formalities depend on provincial or ICT jurisdiction.
Partners should agree the firm name, principal place of business and profit-sharing before signing the deed. Registration of a firm does not limit partners' personal liability or substitute for an NTN.

How do I register a partnership firm in Pakistan? — step-by-step guide
- 01Identify the appropriate application route and eligibility
First determine whether the proposed applicant and activity fall within this procedure. Two or more persons should agree ownership, control, profit-sharing and liabilities; registrar formalities depend on provincial or ICT jurisdiction. Review the separate conditions and exclusions in the eligibility section before submitting any form or payment.
- 02Prepare the application documents and evidence
Start with the particulars listed for this service: Partnership deed; Identities of partners; Firm address; Nature of business; Authorisation and registration statement.. Ensure the names, applicant identity and documents are consistent. The authority may require further supporting material under its current checklist.
- 03Check the current regulator instructions before filing
Refer to the regulator resource identified on this page (ICT Registrar of Firms — process and Form I (ICT example) ↗). Reconfirm the currently prescribed forms, online or physical submission method, supporting evidence, fee and any current amendments. Do not assume that historic processing times or fees remain applicable.
- 04Prepare the partnership deed for the correct jurisdiction
Set out partners, profit-sharing, capital, management, business location and firm name before seeking registration.
- 05Complete Registrar of Firms documentation
For Islamabad use Form I, executed and notarised partnership deed, identity documents, office evidence and required affidavit; other provinces have their own registrars and checklists.
- 06Submit and verify partners
Lodge the papers with the competent Registrar of Firms/Citizen Facilitation Center; Islamabad's procedure involves the physical appearance of partners and witnesses for identity verification.
- 07Obtain firm registration and tax enrollment
Collect the registrar's certificate; treat FBR AOP/NTN and business licensing as separate downstream steps.
- 08Keep the approval record and track ongoing obligations
After the authority has made its decision, retain the acknowledgement, correspondence, evidence of approval and any conditions attached to it. Update registration after material changes and maintain records reflecting partners' personal liability and business taxes. Check whether separate approvals, renewals or reporting duties apply to the actual business.
Use the current regulator checklist to confirm that every listed item is still required and that any activity-specific conditions have been met. The items below are drawn from the document requirements identified on this page, not a representation that the checklist is exhaustive.
- Partnership deed
- Identities of partners

Partnership firm registration: applicable registrar and enforceable deed
Primary-source research note. The following procedural analysis is based on the identified government or regulator sources. Identify the competent registrar
Under the Partnership Act, 1932, partnership is different from a limited-liability partnership registered with SECP. The office and territory of the firm determine the competent Registrar of Firms. Islamabad's ICT Administration and Punjab's Industries Department publish separate application processes; neither a certificate from SECP nor an FBR tax registration replaces the relevant firm-registration record.
Prepare the partnership instrument
The partners should agree and record their business, name, profit and loss allocation, capital, management powers, liabilities, admission or retirement rules and dissolution mechanism. ICT Administration requests a signed deed, Form I, identity documents and evidence of business premises. The deed and application must agree on partner names and registered addresses. Obtain local execution and stamp-duty advice for the jurisdiction rather than using a generic national stamp amount.
Apply and preserve the record
ICT Administration directs applicants to its Citizen Facilitation Centre and specifies verification of the partners and witnesses; Punjab publishes its own registration forms and electronic business registration process. Select the actual territorial channel and verify whether physical presence or attestations are still required before submitting the application.
After registration
File changes in the firm's name, places of business, constitution or dissolution using the appropriate forms. Partnership registration is separate from FBR registration of an association of persons, and the limitations applicable to actions by an unregistered firm should be considered before the firm begins to enforce major contracts.
